Yes, you've got it exactly right! Note that I edited your version of the rule slightly to make it a perfect description.

About the only thing that could go wrong is if the OR count happens to be exactly 0 when your first STR 3 bet comes up.

In this case simply go by the count signs. Mostly + is Mode 3. Mostly - is Mode 2.
